The Sustainable Development Goals (SDGs) and the International Year of Sustainable Tourism for Development, 2017 constitute a unique opportunity to advance sustainable, inclusive and responsible tourism. The SDGs and national agendas worldwide require a shift towards more integrated policy across economic, social and environmental domains. This, in turn, must be underpinned by more integrated data. Developing a statistical framework to measure sustainable tourism is thus essential in fostering a common understanding for tracking progress and directing policy efforts. Ministers from around the globe will discuss the opportunities and challenges that sustainable tourism brings to their countries, and how the use of more integrated data is supporting them in paving the way towards a more sustainable future.

Background

The economic importance of tourism in the European Union is increasingly recognized and better understood, thanks in part to the development of the Tourism Satellite Accounts (TSA) in European countries. The TSA brings together data on tourism and on the economy to present the contribution of tourism in e.g. Gross Value Added, Gross Domestic Product and employment. These can then be compared to economic aggregates for other sectors like agriculture, mining or financial services.

Developing TSA is beyond a technical exercise also very much a strategic endeavor and linked to considerations of the tourism policy. This helps explains why, despite the fact Europe boasts some of the most statistically advanced countries in the world, it remains a challenge in many European countries to develop their TSAs—certainly to the level of sophistication that data users might like and, equally important, to keep it running.
 

Objective

The Workshop aims to bring policy makers (data users) and tourism statisticians and TSA compilers (data producers) to uncover the main elements for successful TSA implementation. This will range from technical requirements to institutional arrangements and political leadership.

  • Introduction on the Tourism Satellite Account - Overview of the conceptual framework and the benefits of TSA.

  • State of affair on TSA compilation in Europe - Based on voluntary transmitted TSA indicators of several EU countries the challenges and main results are presented.

  • What can be expected from TSA, what not? - The aim is to present the strengths and limitations of TSA and having an interactive discussion with the trainers and participants.

  • How to use TSA data for tourism policies? - Various countries examples on the value and advantages of TSA for policy makers, considering their expectations.

World Tourism Organization (UNWTO) and United Nations Statistics Division (UNSD) organize this side-event on the occasion of 2017 as International Year of Sustainable Tourism for Development, and to underline that sustainable tourism is an important element of the 2030 Agenda for Sustainable Development, as it relates to sustainable economic growth and decent employment. 

Within the context of the Statistical Commission this side event is intended to highlight the measurement issues of sustainable tourism and to provide further explanation to the report of UNWTO on tourism statistics (E/CN.3/2017/17). That report describes the planned development of a statistical framework for measuring sustainable tourism to support more integrated measurement and policy in the context of the Sustainable Development Goals (SDGs) and also proposes the development of a compilation guide for the Tourism Satellite Accounts (TSA), and a technical note on linking the System of Environmental Economic Accounting (SEEA) and the TSA.

On the occasion of the International Year of Sustainable Tourism for Development 2017, the Government of the Philippines and the World Tourism Organization (UNWTO) organized the 6th International Conference on Tourism Statistics held in Manila from 21 to 24 June 2017 with the objective of addressing the issue of the Measurement of Sustainable Tourism.


Sustainable tourism is increasingly relevant in national agendas for its role in fostering economic growth, social inclusiveness and the protection of cultural and natural assets. This is now also recognized at the highest international level with the UN General Assembly having adopted several resolutions acknowledging the role of tourism in sustainable development, including the 2030 Agenda and its Sustainable Development Goals (SDGs). This calls for evidence to support policy and track progress.


A core component of the conference was the presentation of the first draft of a new statistical framework for tourism —one that integrates the various dimensions of sustainable tourism (economic, environmental and social) and across relevant spatial levels (global, national and subnational).


UNWTO recognizes that, apart from being a technical exercise, the development and implementation of a statistical framework for sustainable tourism is very much a strategic endeavor that will require stakeholder engagement, inter-institutional coordination and political leadership.


Participants had the chance to discuss methodological advances, explore emerging issues and learned from pioneering country experiences in this area of measurement.


The Manila Conference gathered for the first time Ministers, Statistical Chiefs, Policy experts and statisticians dedicated to sustainable development, environment and tourism.

The UNWTO & INRouTe workshop Subnational Tourism Measurement was held back to back to the 14th Global Forum on Tourism Statistics the afternoon of November 22nd 2016 in Venice, Italy.

This UNWTO & INRouTe event is organized by in2destination, hosted by CISET – Università CaFoscari, right before the OECD & EUROSTAT Global Forum on Tourism Statistics. See the agenda for the workshop.

This workshop marked the first occasion prior to a Global discussion to comment on the document recently submitted by INRouTe to UNWTO titled: “TOURISM, TERRITORY AND SUSTAINABILITY: A STATISTICAL INSIGHT AT SUBNATIONAL LEVELS – Toward a Set of UNWTO Guidelines”. This document (except the annexes) was circulated for a global discussion last November 2016.
