Tourism Satellite Account: Recommended Methodological Framework (TSA:RMF 2008)

The Tourism Satellite Account: Recommended Methodological Framework 2008 (TSA:RMF 2008) adopts the basic system of concepts, classifications, definitions, tables and aggregates of the System of National Accounts 2008 (SNA 2008) from a functional perspective. This system, known as satellite accounting, has been developed to measure the economic contribution of tourism in a national economy on an annual basis. The Tourism Satellite Account (TSA) provides the conceptual framework and the organizational structure for the harmonization and reconciliation of tourism statistics from an economic (National Accounts) perspective. This enables the generation of tourism economic data that is comparable with other economic statistics.

The TSA:RMF 2008 updates and replaces the previous TSA:RMF 2000 which was approved by the United Nations Statistical Commission (UNSC) at its 31st session (29 February-3 March 2000). The UNSC took note of the TSA: RMF 2008 document at its 39th session (26-29 February 2008).

The TSA, presented in the TSA:RMF 2008 official document, is to be seen from two different perspectives:

  • as a new statistical tool, including concepts, definitions, aggregates, classifications and tables, that is compatible with international national accounting guidelines (the SNA 2008 and Balance of Payments) and will allow for valid analysis and comparisons between countries and groups of countries, over time, and with other internationally recognized macroeconomic aggregates and compilations;
     
  • as an instrument to assist countries in the identification of data gaps in their overall statistical system and to guide them during the revision of existing data sources as well as in the development of new sources.
