This manual provides a set of guidelines to establish statistical programmes in countries. The conceptual framework and methodological guidelines included in the manual are consistent with the concepts and definitions followed in other areas of economic statistics and are intended to be simple, specific, and flexible enough for adoption by all countries, particularly developing countries.
